<p>I am aware that AISD just opted back in to the Historic Property Tax Exemption program that is a tax giveaway to some of Austin’s wealthiest and a loss to our schools, an admittedly broken program poorly run by the City of Austin.</p>
<p>I am also aware that other local taxing authorities, Travis County and the Travis County Healthcare District, are also likely to raise my taxes and fees.<br />
I cannot afford to pay more taxes, especially in light of your unwillingness to advocate for ordinary citizens who struggle to make ends meet on a daily basis. Though I am aware that not all of you voted for the following wasteful projects, I wish to make my concerns about them clear. These projects include: a grossly inflated $2.3 billion biomass energy deal (2008), a wasteful $600 million water treatment plant, an absurd giveaway to Formula 1 racing, and hundreds of millions of dollars in infrastructure subsidies to the real estate industry.</p>
<p>I am aware that the Mayor and Council Members Cole, Martinez and Spelmen are up for reelection next. I plan on voting to replace any of you who vote for these unfair increases.</p>
<p>Please listen to the citizens. You are taxing us out of our homes and killing off Austin’s affordability.</p>

<p>Bill is one of the most effective citizen activists in Texas who got the Texas legislature to enact two bills into law.  One was the over-65 freeze on school property taxes.  The other was a &#8220;truth in taxation&#8221; law, which reformed the guidelines for public hearing notices on property taxes published by all statewide taxing entities.  Currently, Bill is working on plans to address out-of-control property tax and utility rate increases in the Austin area.</p>

But that item wasn&#8217;t in the 2% up for dialogue.</p>

<p>Meanwhile, the Council passed the City Budget yesterday, which includes a number of <a href="http://rs6.net/tn.jsp?et=1102706836496&amp;s=1&amp;e=001tIMEM45q6Fv6Gr1a8C3WLKNdbpoTtRmb_zUbbgINHP4mmsIFIwr9m6ExcHKgg-nQoOfox6GYwkAkf89sCn1CUAlyyhsiW6NDgfWpVHFrusnLmRRx8M_6tP9e63axpDaPdEp20jICktm0Iig05NfnM4mPCN7YbDqv0BQkcRfvNB3r3vvbJ_WIT4jcgwUzOo-MZPVuz4c1RoK8aYusdRjWpPx4VSa_2G2BcwE6eRLOmFlReyr5htuo4uhms_iH6wqrIzK_eVVTYI9avPiamFI1tw==" target="_blank">rate hikes.</a> In response, Skippy the blogger said, &#8220;Skippy would like to make a prediction today and that is that the next 12 months could be the toughest economic time in Austin&#8217;s history and that there will be more cuts and layoffs at mid-year in City government. The budget is built upon rosy assumptions. You heard it here first mates!&#8221;</p>

<p><strong>The Short Stor</strong>y<br />
The Travis County Commissioners Court has so far refused to call for a full audit and to file a formal challenge to the under-valuations of commercial properties in Travis County. But some smaller taxing authorities (who, will remain anonymous at the moment) have contacted us and are preparing to go after the money they&#8217;ve been missing from the big developer boys. Meanwhile, the City of Austin just released its proposed budget and &#8212; guess what &#8212; it contains a property tax increase!</p>
<p><span id="more-635"></span></p>
<p><strong>The Gory Details</strong><br />
On Tuesday, Chief Tax Appraiser Patrick Brown promised to &#8216;do better next time&#8217; while Brian Rodgers pointed out that this was &#8216;just not good enough&#8217;. When County Judge Biscoe stated that he wasn&#8217;t going to support a challenge or an audit, Rodgers asked him, &#8220;I presented $120 million of missing property from the rolls. I can bring you another $120 million. You just have to tell me what your breaking point is.&#8221; So far, no response.</p>
<p>(Notice the lobbyists for the Real Estate Council of Austin sitting near the double doors behind Brian? The system works splendidly well for its members and they were on hand to ensure that nothing changes.)</p>
<p>The County appears to have based their decision not to file a challenge on the County Attorney&#8217;s advice in Executive Session that the deadline for a taxing authority to challenge the under-valuations of commercial properties was June 15th. That is not the information that we have, so we&#8217;ll see. More on this subject coming soon.</p>
<p>Message to the thinkers at taxing authorities: Come and get your money! It&#8217;s sitting there like a beached whale at <a href="http://CostofGrowth.com">CostofGrowth.com</a>.</p>
<p>Here&#8217;s the City&#8217;s <a href="http://http://www.ci.austin.tx.us/budget/09-10/downloads/proposed_bgt_present_072209.pdf">budget summary proposal released on July 22</a>.</p>
<p><strong>Note to Austin City Councilmembers</strong>: the budget proposal you were given on July 22 makes no mention of the fact that there are tens of millions of dollars per year you&#8217;ve been short-changed due to under-valuations of commercial properties in Austin. There&#8217;s also no mention of one of the most popular budget cuts mentioned by regular folks at the budget charettes. That was the Domain, good for about $2 million this year alone! Oh, sorry, we&#8217;re not supposed to talk about that.</p>
